Working in Yulee
On the new-construction side, the master-planned Wildlight community and the corridors along I-95, US-17 and State Road 200 keep producing lots that need a system designed from the soil up. On the established side, homes along Amelia Concourse, Pages Dairy Road and Chester Road are working with systems that have been in the ground a long time.
Both need the same starting point. What the soil profile and the wet-season water table on that specific lot will accept decides the design for a new system, and decides whether an old one can be repaired or has to be replaced.
On a new build the sequence is the part people get wrong, and it is expensive to get wrong. The site evaluation comes first, the permit follows it, and the system design follows both. That is not a queue you can jump by having a builder ready — and it is why a septic system is one of the earliest things to start rather than one of the last. Where a lot also needs a well, both have to be sited together, because the required separation between them is fixed and the buildable area is not.
The established side of Yulee has a different problem. Systems along Amelia Concourse, Pages Dairy Road and Chester Road were sized for the household that lived there when they went in. Where a house has since been extended, or where a family of two became a family of five, the drain field is being asked to handle a load nobody designed it for. In those cases the system is not failing from age. It is failing because too many people are running through a field sized for too few.
Growth is also changing what is available. Parcels that had no prospect of central service ten years ago may have it now, and parcels a mile away still may not. Before budgeting for a replacement system, it is worth establishing which of those your address is — the answer has moved for a lot of Yulee in a short time.

On a new subdivision that catches people out, because the assumption is that a lot two doors down having passed means yours will pass too. It does not work that way. Who issues the permit in Nassau County
Which office issues it depends on the county, and on which system you are working on.
Septic permits
Nassau County health department issues the permit. Florida moved oversight of the onsite sewage program to DEP on 1 July 2021, but permitting moved later — DEP began issuing permits itself in sixteen Northwest Florida counties on 2 January 2025 and added Marion County that July. Nassau has not transitioned.
Well permits
The Nassau County health department is the office that issues a well construction permit here. It does that under a delegation agreement with the St. Johns River Water Management District. The rule chapters are 40C-3 and 62-532 of the Florida Administrative Code. Wells six inches or greater in outside diameter at land surface are permitted by the District itself.

How do I get a septic system permitted for new construction in Yulee?
